In such a case, there is no cost savings and sense to install it over the existing roof because anyways the wet materials need to be removed prior to reroofing.
  • Tearing off the existing roof is also needed when the deck is present in marginal condition. If the building construction does not enable extra weight over the structure, then a tear-off of the existing roof is mandatory.
  • If the existing roof is leaking, then reroofing it does not serve as a strong foundation to construct a new roof on it.

Keep the existing roof in place
